簡(jiǎn)要規(guī)則描述：******************執(zhí)法隊(duì)對(duì)門前市容環(huán)境衛(wèi)生責(zé)任制的監(jiān)督和管理，包括對(duì)責(zé)任單位（門店）店外經(jīng)營(yíng)和亂擺亂倒、亂堆物行為進(jìn)行制止，對(duì)機(jī)動(dòng)車停放進(jìn)行規(guī)范，對(duì)隨地亂吐痰************城市管理工作，對(duì)所轄社區(qū)進(jìn)行巡視檢查，督促所分管的路段和沿街責(zé)任單位（門店）履行門前市容環(huán)境衛(wèi)生責(zé)任等。（具體詳見第三章采購(gòu)需求書）

合同履約期限：本項(xiàng)目采購(gòu)預(yù)算所涵蓋的服務(wù)期限為2025年07月01日起至2026年06月30日。本次采購(gòu)工作完成前由原服務(wù)單位繼續(xù)履行服務(wù)，在此期間所產(chǎn)生的相關(guān)費(fèi)用，待項(xiàng)目采購(gòu)?fù)瓿珊笥沙山还?yīng)商按成交價(jià)折算支付給原服務(wù)單位，費(fèi)用按成交總價(jià)/365*原單位服務(wù)天數(shù)計(jì)算。
The Contract Period:?The service period covered by the procurement budget of this project is from July 1, 2025 to June 30, 2026. Before the completion of this procurement work, the original service unit will continue to provide services. The relevant expenses incurred during this period will be converted and paid to the original service unit by the successful supplier based on the transaction price after the project procurement is completed. The expenses will be calculated as the total transaction price divided by 365 * the number of service days provided by the original unit.

二、申請(qǐng)人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）具備省市級(jí)公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（5）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:?(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a valid Security Service License issued by the provincial and municipal public security departments; (5) This project does not allow subcontracting.
