簡要規(guī)則描述：本次專項工作預計202******資源局統(tǒng)一部署調(diào)整），配合浦東和奉賢各自區(qū)域內(nèi)的清查工作，并形成臨港新片區(qū)資產(chǎn)清查成果。
從區(qū)域范圍看，浦東新區(qū)截止2023年末需清查土地資產(chǎn)面積約22400公頃，森林資產(chǎn)面積約2700公頃；奉賢區(qū)截止2023年末需清查土地資產(chǎn)面積約4300公頃，森林資產(chǎn)面積約200公頃。
Brief Specification Description:?The special work is expected to complete the results of the physical quantity, value, and ownership status related to the benchmark point by the end of 2025 and report them (the work progress will be adjusted according to the unified deployment of the Ministry of Natural Resources and the Shanghai Planning and Natural Resources Bureau), cooperate with the inventory work in Pudong and Fengxian's respective areas, and form the asset inventory results of the Lingang New Area. From a regional perspective, Pudong New Area needs to conduct a land asset inventory of approximately 22400 hectares and a forest asset inventory of approximately 2700 hectares by the end of 2023; By the end of 2023, Fengxian District needs to conduct an inventory of approximately 4300 hectares of land assets and 200 hectares of forest assets.
合同履約期限：自合同簽訂之日起至2025年12月31日。

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：1、滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
2、近三年未被列入“信用中國”網(wǎng)站(******)失信被執(zhí)行人名單、重大稅收違法案件當事人名單和中國政府采購網(wǎng)(******)政府采購嚴重違法失信行為記錄名單的供應商；
(b)Qualification requirements to be met to implement government procurement policies:?1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Suppliers who have not been included in the "Credit China" website (****** gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (****** gov.cn) list of records of serious illegal and dishonest behavior in government procurement in the past three years;
(c)本項目的特定資格要求：（1）具有獨立承擔民事責任的能力及相應的履約能力；
（2）單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動；
（3）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規(guī)定的供應商，不得參加本項目的采購活動；
（4）本次采購不接受聯(lián)合體響應，不允許合同轉(zhuǎn)讓與分包；
（5）本項目僅面向中小企業(yè)采購。
