簡要規(guī)則描述：為貫徹落實《中國（上海）自由貿(mào)易試驗區(qū)臨港新片區(qū)國土空間總體規(guī)劃（2019-2035）》的精神，對臨港新片區(qū)進行更深層次、更高水平、更全方位的城市綜合開發(fā)管理，完善城市規(guī)劃設(shè)計過程中精細化管理環(huán)節(jié)，引導(dǎo)臨港新片區(qū)建筑風貌突出開放性和國際化、突出未來感、突出濱海城市風貌塑造，城市建設(shè)需對重點開發(fā)區(qū)域的整體風貌進行統(tǒng)一管控，通過建筑風貌評價標準可有效加強城市規(guī)劃與建設(shè)的實操性。在管委會相關(guān)部門的指導(dǎo)下，組織專家對重點建設(shè)項目召開風貌專項評審會議，出具評審報告；開展建設(shè)項目建筑風貌評價。針對臨港新片區(qū)在建、建成項目，進行及時跟蹤與建筑風貌評價，糾正項目落地過程中產(chǎn)生的風貌偏差；編制建成項目建筑風貌評價報告，對后續(xù)項目建設(shè)形成指導(dǎo)；日常參與管委會重點建設(shè)項目研討工作，提供有效的技術(shù)支撐。

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：1、滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
2、近三年未被列入“信用中國”網(wǎng)站(******)失信被執(zhí)行人名單、重大稅收違法案件當事人名單和中國政府采購網(wǎng)(******)政府采購嚴重違法失信行為記錄名單的供應(yīng)商；
(b)Qualification requirements to be met to implement government procurement policies:?1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Suppliers who have not been included in the "Credit China" website (****** gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (****** gov.cn) list of records of serious illegal and dishonest behavior in government procurement in the past three years;
(c)本項目的特定資格要求：（1）具有獨立承擔民事責任的能力及相應(yīng)的履約能力；
（2）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（3）符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔2024〕12號）第17條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
（4）本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包；
（5）本項目非專門面向中小企業(yè)采購。
